Do You Need a Passport for the US Virgin Islands?

The short answer

U.S. citizens traveling to the US Virgin Islands from the U.S. mainland or Puerto Rico do not need a passport. Adults flying need a REAL ID-compliant license or another TSA-accepted ID. Non-U.S. citizens and travelers crossing to the British Virgin Islands face different document rules.

Check your documents before you finalize the island itinerary.

The U.S. Virgin Islands are a U.S. territory. A U.S. citizen arriving from the mainland or Puerto Rico does not need a passport to visit St Thomas, St John or St Croix.

Bring proof of citizenship for departure if you travel without a passport. The USVI tourism department advises a raised-seal birth certificate and government photo ID. A passport remains the simplest single document to carry.

If your itinerary passes through another country, check that country's entry rules as well. The domestic USVI rule does not replace an international travel document requirement.

REAL ID and flying to St Thomas

Keep a travel-ready form of identification for each leg of the trip.

Since May 7, 2025, the TSA requires air travelers aged 18 or older to present a REAL ID-compliant license or another accepted ID. A U.S. passport is one alternative.

Check the TSA's current identification list before departure, especially if your license lacks the REAL ID mark. Ask your airline about identification for travelers under 18.

Documents for travelers who are not U.S. citizens

Confirm entry documents before connecting through another island.

The no-passport rule above is for U.S. citizens. The USVI tourism department says visitors who are not U.S. citizens need a passport from their country of origin.

Your U.S. visa or other admission requirements depend on your nationality and status. Confirm them with U.S. Customs and Border Protection before booking, including the documents needed to depart the islands.

A trip to the British Virgin Islands changes the rule

This is a border. The queue is the part itineraries forget to budget for.

Tortola, Jost Van Dyke and Virgin Gorda are in the British Virgin Islands. A ferry or boat trip there crosses an international border.

The U.S. State Department says U.S. citizens need a valid U.S. passport to enter the BVI. Check the entry and return rules for every traveler in your group before buying a ticket.
